Safeguarding Pakistanis: Punjab’s Crime Problem, its Pathology and Priority for Action

This research aims to provide evidence on the consequences of urban agglomerations on citizen safety in Punjab, Pakistan. We focus on Punjab because it is the most populous province of Pakistan and has good quality data on registered crime. This working paper asks:

  1. How big is the connection between crime and urbanization at the district level?
  2. What are the differences in the nature and pattern of crime between the rural districts and districtsat different levels of urbanization?
  3. What are the important factors that may explain the relationship between urbanization and crime?In particular, we examine the importance of labor market outcomes and weak deterrence.
