Case Study on Teacher Training for PESP 2

This case study forms part of an evaluation of DFID’s Punjab Education Support Programme. The purpose of the study is to provide an initial assessment of the contribution of PESP 2 to progress in education system and policy strengthening particularly in the area of teacher’s professional development in Punjab. It is hoped that findings from this study can inform follow up areas for further examination during the remainder of the PESP 2 evaluation especially during district and school level data collection in district studies. The study uses qualitative methods to examine evidence on the contribution of (a) the Roadmap and Stocktake process; (b) the provision of Sector Budget Support; and (c) technical assistance.

In order to understand the extent of PESP 2’s contribution to improving teacher training in Punjab, the study analyses the support given to Quaid-e-Azam Academy for Educational Development (QAED), formerly known as Directorate of Staff Development (DSD) in Punjab. This support was provided through two channels: financial support under Sector Budget Support (SBS) component of PESP 2 and technical assistance through the Technical Assistance Management Organization (TAMO).
