An Investigation into Teacher Recruitment and Retention in Punjab

Post-2002, the Government of the Punjab has implemented a number of reforms in the areas of teacher recruitment, retention, deployment and accountability. Research suggests that teacher competencies and pedagogical content knowledge, among other factors, have a significant impact on student learning outcomes. This, in turn, highlights the need to establish a connection between teacher training and recruitment and retention to ensure that:

This report documents existing trends and outcomes in teacher recruitment, transfers, postings, absenteeism, qualifications and pre- and in-service training, and explores the relationship between major policy changes and these outcomes. Moreover, it investigates the political economy and institutional constraints that undermine the effective implementation of these policies.
