Sahar is a Program Manager in the Human Development Cluster, with over 8 years of experience in Pakistan’s development sector conducting and managing qualitative and mixed methods research. At IDEAS she has been actively involved in designing surveys, collecting data, conducting analysis and reporting in projects studying the links between learning and disadvantages faced by children including poverty and disability. Currently, Sahar is managing IDEAS’ research collaboration with The Citizens’ Foundation (TCF), funded by the Bill and Melinda Gates Foundation (BMGF). The research is a longitudinal, qualitative study assessing the role that sustained access to education plays in changing or reinforcing gendered social norms in low income communities in Pakistan. She has also been involved in designing a multi-sectoral Early Childhood Development program aimed at improving health, cognitive and socioemotional development through better nutrition practices, early childhood stimulation, and parental involvement for children in their early years.

In addition to her role as a research manager, Sahar has also served as a Monitoring and Evaluation consultant with the British Council for the English and Digital for Girls’ Education (EDGE) program designing self-efficacy surveys for adolescent girls, progress checklists for program activities, overseeing quantitative and qualitative data collection, and evaluating the effectiveness of the program being implemented by UNICEF. She has also consulted on projects studying the informal labour force participation of women in Pakistan for the Asia Foundation and UN Women. She has also been engaged by the World Bank to conduct interviews with stakeholders in the provincial school education department to identify gaps in teacher policies and inform policies for student learning. 

Sahar holds a Masters in Economics (2017) and a Bachelors in Economics and Political Science (2015) from Lahore University of Management Sciences (LUMS)
